ISO9001兩年前就換版了，ISO22000離換版還遠(yuǎn)嗎？
我們都知道ISO9001、ISO14001在2015年就進(jìn)行了換版，那同樣是ISO標(biāo)準(zhǔn)族中的ISO22000會(huì)在什么時(shí)候進(jìn)行換版呢？最近也有不少企業(yè)朋友咨詢我們這個(gè)問題。帶著這些疑問，肯達(dá)信顧問查閱了大量的資料，發(fā)現(xiàn)ISO22000確實(shí)有換版計(jì)劃。那新版本會(huì)關(guān)注什么呢？會(huì)在什么時(shí)候發(fā)布呢？我們一起來看看。
ISO22000為什么要進(jìn)行修改呢？
ISO22000是2005首次發(fā)布的，它融合了ISO體系管理的基本要求和CAC的HACCP原則，提出了前提方案PRPs、操作性前提方案OPRP和HACCP三者結(jié)合的食品安全控制措施組合，從邏輯上來說，ISO22000所規(guī)定的食品安全管理系統(tǒng)（FSMS）是比較嚴(yán)謹(jǐn)?shù)模m然，它在前提方案方面的規(guī)定不夠細(xì)致存在詬病，但后續(xù)陸續(xù)出臺(tái)的ISO22002系列標(biāo)準(zhǔn)彌補(bǔ)了這方面的不足。
那這次為什么要修改呢？我們來看看官方網(wǎng)站的說法。

Why was ISO 22000 revised?
Since the first publication of ISO 22000 in 2005, users along the supply chain have been facing new food safety challenges – spurring a need for the standard to be revised.
It is normal process for an ISO standard to be revised. In fact, every 5 years standards are reviewed to determine whether a revision is necessary, to ensure that the standards remain as relevant and useful to businesses as possible.
從上述官網(wǎng)的信息來看，主要是有如下兩個(gè)方面的原因：
第一：食品供應(yīng)鏈面臨新的食品安全的挑戰(zhàn)，所以需要修訂標(biāo)準(zhǔn)來應(yīng)對(duì)。（從雙匯瘦肉精事件、福喜過期肉事件和臺(tái)灣塑化劑風(fēng)波，我們就可以知道食品安全高度依賴于食品鏈的安全，所以，這里提到食品供應(yīng)鏈面臨新的食品安全挑戰(zhàn)是可以理解的，也是實(shí)際存在的。那如何應(yīng)對(duì)，對(duì)食品供應(yīng)鏈管理會(huì)提出那些新的要求？我們拭目以待。但我猜測(cè)新標(biāo)準(zhǔn)可能會(huì)要求企業(yè)執(zhí)行供應(yīng)鏈風(fēng)險(xiǎn)評(píng)估（畢竟風(fēng)險(xiǎn)管理是當(dāng)下的潮流，也契合ISO9001提倡的基于風(fēng)險(xiǎn)的管理思維），根據(jù)風(fēng)險(xiǎn)再采取適當(dāng)?shù)拇胧ǔM(jìn)料檢驗(yàn)以外的措施））。
第二：ISO內(nèi)部規(guī)定所有標(biāo)準(zhǔn)5年一審，以確保標(biāo)準(zhǔn)的適宜性。（ISO22000都發(fā)布十年有余了，再不改版，說不過去。另外，ISO9001:2015現(xiàn)在10個(gè)章節(jié)的標(biāo)準(zhǔn)架構(gòu)（PDCA的完美體現(xiàn)）為所有ISO標(biāo)準(zhǔn)提供了范式，所以，我相信新版ISO22000也會(huì)超這個(gè)方向修改，屆時(shí)，ISO9001和ISO22000可以更好的兼容，這也提供完整的食品質(zhì)量與安全的管理模式，畢竟食品質(zhì)量與安全本不應(yīng)分家的）。
標(biāo)準(zhǔn)的主要變化是什么？

What are the main changes to the standard?
The major proposed changes to the standard include modifications to its structure as well as clarifying key concepts such as:
?The high level structure: in order to make life easier for businesses using more than one management system standard, the new version of ISO 22000 will follow the same structure as all the other ISO management system standards, the High Level Structure(HLS).
?The risk approach: the standard now includes a different approach to understanding risk.
?The PDCA cycle: the standard clarifies the Plan-Do-Check-Act cycle, by having two separate cycles in the standard working together: one covering the management system and the other, covering the principles of HACCP.
?The operation process: a clear description is given of the differences between key terms such as: Critical Control Points (CCPs), Operational Prerequisite Programmes (OPRPs) and Prerequisite Programmes (PRPs).
第一：采用更高級(jí)別的標(biāo)準(zhǔn)架構(gòu)。前面已經(jīng)提到了，就是會(huì)采用ISO9001：2015標(biāo)準(zhǔn)框架，便于多標(biāo)準(zhǔn)的融合。
第二：關(guān)于風(fēng)險(xiǎn)，現(xiàn)有版本ISO22000關(guān)注的是食品安全危害存在的風(fēng)險(xiǎn)（如材料危害、加工過程危害、儲(chǔ)存運(yùn)輸危害、使用環(huán)節(jié)的危害）；而新版ISO22000會(huì)賦予風(fēng)險(xiǎn)更廣的定義，也會(huì)關(guān)注更多管理層面或業(yè)務(wù)層面的風(fēng)險(xiǎn)，如經(jīng)營(yíng)風(fēng)險(xiǎn)（戰(zhàn)略層面）、研發(fā)風(fēng)險(xiǎn)、流程風(fēng)險(xiǎn)、供應(yīng)鏈風(fēng)險(xiǎn)等。如何評(píng)估這些風(fēng)險(xiǎn)，可能需要更多的方法和工具。這種風(fēng)險(xiǎn)意識(shí)，其實(shí)也可以在一些客戶審廠標(biāo)準(zhǔn)中看出端倪。
第三：關(guān)于PDCA循環(huán)，新的ISO標(biāo)準(zhǔn)框架共有10個(gè)章節(jié)，就是按照PDCA來編排的，所以從體系管理的角度，遵循的是PDCA；而ISO22000的核心采用HACCP原則，恰好HACCP七大原理，也在一定程度上體現(xiàn)PDCA的理念，所以這兩個(gè)PDCA循環(huán)就如大環(huán)套小環(huán)。
第四：解釋清楚一些關(guān)鍵術(shù)語的區(qū)別，如CCP，OPRP，PRPs。這個(gè)非常有必要，實(shí)際工作中，還是有很多朋友不明白這三者的意義的。還有諸如驗(yàn)證、確認(rèn)、控制措施組合等概念。

最后來看看，標(biāo)準(zhǔn)修訂進(jìn)度。
目前，標(biāo)準(zhǔn)修訂處于草案（CD）階段， 草案將于今年第一季度進(jìn)行投票討論；后續(xù)的計(jì)劃是這樣的：

Currently the standard is at the committee draft stage (CD). This means that a draft revised standard will be available to ISO members for a vote in the first quarter of 2017.
