來料控制系統(tǒng)要求
1. PURPOSE 目的
This procedure aims to establish requirements for best practices of an incoming materials management system, with a focus on compliance to global chemical management regulations.這份程序目的是建立有效的來料管理系統(tǒng)，且遵守全球化學(xué)管理規(guī)定。
2. SCOPE 範圍
2.1 All factories producing products for Hasbro, including contract vendors, their subcontractors and suppliers that directly or indirectly involved in the manufacturing process 這份程序適用于所有的Hasbro供應(yīng)商的工廠，包括所有直接或間接參與生產(chǎn)Hasbro產(chǎn)品的分包商與供應(yīng)商
2.2 Any material that is under the testing scope of this document.在這份文件測試範圍 內(nèi)的所有材料。
2.3 Hasbro will periodically perform unannounced incoming materials control audit of vendors’ factories and their subcontractors. The audit result will be reflected by a success rate ranking as shown below. This rating will be included in the factory’s performance evaluation. Hasbro將對供貨商和他們的分包商進行定期的不預(yù)先通知的來料控制審核，其檢查結(jié)果將會評比成功等級，等級將會計入供貨商年度總分評比。
NOTE: Unless otherwise specified, for all non-conformities issued by Hasbro auditors the factory shall feedback an appropriate schedule / status within 7 days, and provides complete corrective action program(CAP)documents together with supporting evidences within 14 days. 除非有其它要求，在不符合項發(fā)出后，7天內(nèi)必須回覆其狀況，14天內(nèi)必須回覆糾正和預(yù)防改善措施（CAP）及相關(guān)證據(jù)
3. REQUIREMENTS FOR OEM FACTORIES AND THEIR SUBCONTRACTORS OEM工廠和他們分包商的要求
3.1 General
3.1.1. The factory shall establish, implement and maintain a management system related to incoming materials control including documentation of factory policies, systems, programs, procedures and instructions necessary to assure compliance with chemical requirements in global regulations, relevant international standards or any other related parameters determined as essential by Hasbro. 工廠應(yīng)該建立、執(zhí)行并維護相關(guān)的來料控制系統(tǒng)，包括文件化的方針政策、體系、程序與工作指引，以確保在必要範圍內(nèi)符合全球的化學(xué)品要求，國際標準或者任何由Hasbro規(guī)定的要求
3.1.2. Factories are required to install the software platform Chemical Management Database (CMD), which can act as an interface to perform chemical safety assessment (CSA). The factory shall establish policies and procedures to ensure that all data input into CMD are in accordance to Hasbro QA requirements described in SRP-023 and QA-048. 要求工廠安裝CMD（化學(xué)品管理資料庫）軟件平臺，以作為Hasbro化學(xué)品管理監(jiān)督的接口。工廠應(yīng)該建立程序以保證輸入到CMD的數(shù)據(jù)是符合SRP-023和QA-048要求的。
3.1.3. Factories shall have a procedure in place to maintain, review and translate the most updated revision of Hasbro QA specifications into its internal quality system. In case there is any change in Hasbro QA specifications, the relevant factory policies or procedures shall be reviewed and revised to ensure continuing suitability and compliance. 工廠應(yīng)該建立適當?shù)某绦蛞员４?、檢討和翻譯最新版本的Hasbro QA規(guī)格納入到其內(nèi)部質(zhì)量系統(tǒng)。當Hasbro QA規(guī)格有任何更改的時候，相關(guān)的工廠政策或程序應(yīng)該重新修訂以保證程序的一致性與符合性。
3.1.4. The factory management shall ensure all personnel involved in the production process regarding hazardous chemicals control have the necessary competencies to effectively perform the job. Internal training on Hasbro QA requirements shall be carried out at least once per year or when necessary (e.g. when there is update on Hasbro QA specifications). The factory shall evaluate the effectiveness of the training. Training records & training materials shall be available for review during audit.
工廠管理層應(yīng)該確保所有生產(chǎn)過程中參與危險化學(xué)品控制的員工至少每年一次要受到關(guān)於Hasbro QA要求的內(nèi)部培訓(xùn)，或者有必要時（如Hasbro QA更新了新的規(guī)格要求時）。每次培訓(xùn)應(yīng)該有效果評估，且培訓(xùn)記錄和培訓(xùn)教材應(yīng)保存好，以備審核時可以審查。
3.2 Testing & Control of Incoming Materials 來料測試控制
3.2.1 All incoming materials in warehouse shall follow the first in / first out (FIFO) principle.
